So this one is a water type spark and what he/she does is if you drop water on his/hers leaf crown he'd do this small dance that makes it rain! as shown ask the derpy chibi on the left with his/her claws and paw prints. I thought his/her colors suit him/her because what does look grayish or clear which is the white parts on his/her wings :3 and his/her tail is see through because well this is a Rare spark! And so he/she has the power to make it rain. And the reasons why sparks have the floaty/ inner tubes is because they absolutely love swimming well floating :3 
And i hope you like it > w < hope its not to much on him 
Also his marking glows when it rains.
